Department of Agriculture: Division of Agricultural Services (August 4, 1999) is proposing rules to clarify the locally declared pest list. The general authority for this rule, as cited by the department, is SDCL 38-22-9 and 38-22-11.1.

A public hearing will be held at the Golden Hills Resort, Lead, South Dakota, on September 10, 1999, at 10:00 a.m. MDT. Copies of the proposed rules may be obtained from and written comments sent to the South Dakota Department of Agriculture, Division of Agricultural Services, Weed and Pest Control, 523 East Capitol Avenue, Pierre, South Dakota 57101. Material sent by mail must reach the department's office by September 7, 1999, to be considered. Executive Appointments:

Francis A. Wingert, Sioux Falls, was reappointed July 28, 1999, to the State Electrical Commission, effective immediately and to continue until April 14, 2003.

Louise A. Urban, Chamberlain, was appointed July 28, 1999, to the Governor's Task Force on Domestic Violence, effective immediately and to continue at the pleasure of the Governor.

Gregg Krebsbach, Rapid City, was appointed August 2, 1999, to the Wheat Utilization Research and Marketing Development Commission to replace Robert Zabel, effective immediately and to continue until July 1, 2001.

William Ferguson, Witten, was appointed August 2, 1999, to the Wheat Utilization Research and Marketing Development Commission to replace Sam Ireland, effective immediately and to continue until July 1, 2001.

Lynn Deibert, Herried, was appointed August 3, 1999, to the South Dakota Weed and Pest Control Commission to replace Delmar Van Zee, effective immediately and to continue until June 1, 2001.

Ronald Reed, Oldham, was reappointed August 3, 1999, to the South Dakota Weed and Pest Control Commission, effective immediately and to continue until June 1, 2000.

Duane Buckmeier, Priarie City, was appointed August 4, 1999, to the South Dakota Weed and Pest Control Commission to replace Lynn Mitchell, effective immediately and to continue until June 1, 2000.

Keith Goodhope, Winner, was appointed August 5, 1999, to the Veterans Commission to replace Harold Weber, effective October 1, 1999, to continue until October 1, 2005.

Rules Review Committee Meeting

The next meeting of the Interim Rules Review Committee will be held Wednesday, August 11, 1999, in Legislative Conference Rooms 1 and 2, Third Floor, State Capitol, Pierre, starting at 9:00 a.m. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
