NOTICES OF PROPOSED RULES: (The date in parentheses is the date the rules were filed in the Legislative Research Council)

Department of Commerce and Regulation: Board of Dentistry: (September 13, 2000) is considering rules to allow the board to accept testing scores from the Western Regional Examination Board for initial dental and dental hygiene licensure. These scores will be accepted in addition to the Central Regional Dental Testing Service scores. The general authority for these rules, as cited by the board is SDCL 36-6A-14.

A public hearing will be held on October 6, 2000, at 10:00 a.m., in the 2nd Floor Conference Room, Commerce Building, 118 West Capitol Avenue, Pierre, South Dakota. Copies of the proposed rules may be obtained from and written comments sent to the South Dakota Board of Dentistry, PO Box 1037, Pierre, South Dakota 57501. Material sent by mail must reach the board by October 5, 2000, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the board can make arrangements are asked to call (605) 224-1282 at least forty-eight hours before the hearing.

Governor's Office of Economic Development: (September 13, 2000) is proposing rules to allow non-profit and profit development corporations to borrow funds from the Agricultural Processing and Export (APEX) program and to reflect changes to the federal regulations that govern this program through the Intermediary Relending Program (IRP) through the US Department of Agriculture. The general authority for these rules, as cited by the office is SDCL 1-16B-14.

A public hearing will be held on October 13, 2000, at 1:00 p.m., in the Matthews Training Center, 1st Floor, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota. Copies of the proposed rules may be obtained from and written comments sent to the Governor's Office of Economic Development, Capitol Lake Plaza, 711 East Wells Avenue, Pierre, South Dakota 57501-5070. Material sent by mail must reach the office by October 12, 2000, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the office can make arrangements are asked to call (605) 773-5032 at least forty-eight hours before the hearing.

Department of Social Services: (September 14, 2000) intends to adopt rules under authority of the Welfare Reform Act of 1996, which will update the Child Support Enforcement rules. The effective date for the provisions is October 1, 2000. These are mandatory changes, which must be implemented by the state of South Dakota as a condition for participation in the Child Support Enforcement Program. The general authority for these rules, as cited by the department is SDCL 28-7A-3.

Rules Review Committee Meetings

The next meeting of the Interim Rules Review Committee will be held Wednesday, October 18, 2000, in Room 413 of the State Capitol, Pierre, starting at 9:00 a.m. The committee chair has set the following tentative meeting schedule for the 2000 interim: November 14, and December 12. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.

Each agency is requested to provide the LRC with eight copies of the most recent draft of its rules two days before the meeting.
