NOTICES OF PROPOSED RULES: (The date in parentheses is the date the rules were filed in the Legislative Research Council)
Department of Commerce and Regulation: South Dakota Commission on Gaming: (December 6, 2000) is proposing adoption and amendment of the Deadwood gambling rules to bring the rules into compliance with the passage of Initiated Measure One which authorized $100 maximum wagers on initial bets or subsequent bets. These are permanent rules to replace the temporary emergency rules adopted after the recent election. The general authority for these rules, as cited by the commission is SDCL 42-7B-7 and 42-7B-11.
A public hearing will be held on Thursday, January 4, 2001, at 9:00 a.m., at City Hall, 102 Sherman Street, Deadwood, South Dakota. Copies of the proposed rules may be obtained from and written comments sent to the South Dakota Commission on Gaming, 118 West Capitol Avenue, Pierre, South Dakota 57501-2017. Material sent by mail must reach the office by Monday, January 1, 2001, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the office can make arrangements are asked to call (605) 773-6050 or (605) 578-3074 at least forty-eight hours before the hearing.
Department of Social Services: (December 7, 2000) the Secretary of the Department of Social Services has adopted federally mandated rules to meet the standards for upper limits of multiple source drugs set by the Health Care Financing Administration (HCFA). These limits were effective December 7, 2000. The authority for these rules, as cited by the department, is SDCL 1-36-20.

DEPARTMENT OF SOCIAL SERVICES: On December 7, 2000, the department filed an update to the food stamp certification and accountability manual relating to boarding school and institution codes.

Rules Review Committee Meetings
The next meeting of the Interim Rules Review Committee will be held on Tuesday, December 12, 2000, in LCR 1 & 2 of the State Capitol, Pierre, starting at 9:00 a.m. This will be the last meeting for the year 2000. The committee will meet again following the 2001 legislative session. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
Each agency is requested to provide the LRC with eight copies of the most recent draft of its rules two days before the meeting.
