24:08:02:09.  Notice of meetings. A written notice shall be sent to all members at least five days before a regular or special meeting. A copy of the proposed agenda and other pertinent information shall be sent with the notice. Emergency special meetings may be called by telephone notice. The notice shall state the purpose and shall be given at least 24 hours before the time set for the meeting.
