         FOR AN ACT ENTITLED, An Act to  appropriate money for the construction of a truck bypass in the Yankton area.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
     Section  1.  There is hereby appropriated from the State Highway Fund the sum of five million dollars ($5,000,000), or so much thereof as may be necessary, to the Transportation Commission to be used for the construction of a truck bypass in the Yankton area for the purpose of diverting truck traffic around the city of Yankton. The bypass shall be constructed before the end of calendar year 2004.
     Section  2.  The secretary of the Department of Transportation shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
     Section  3.  Any amounts appropriated in this Act not lawfully expended or obligated by June 30, 2005, shall revert in accordance with §  4-8-21.
