BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF SOUTH DAKOTA, THE SENATE CONCURRING THEREIN:
Section 1. That at the next general election held in the state, the following amendment to Article XII, section 2 of the Constitution of the State of South Dakota, as set forth in section 2 of this Joint Resolution, which is hereby agreed to, shall be submitted to the electors of the state for approval.
Section 2. That Article XII, section 2 of the Constitution, of the State of South Dakota, be amended to read as follows:
§ 2. The general appropriation bill shall embrace nothing but appropriations for ordinary
expenses of the executive, legislative, and judicial departments of the state, the current expenses of state institutions, interest on the public debt, and for common schools. All other appropriations shall be made by separate bills, each embracing but one object, and shall require a two-thirds vote of all the members of each branch of the Legislature. The Legislature may not appropriate any money from any fund that has been dedicated to a special purpose pursuant to a two-thirds majority vote of both houses of the Legislature for any purpose other than the special purpose for which the fund is dedicated, unless such appropriation is approved by a two- thirds majority vote of both houses of the Legislature in a separate bill embracing only one subject matter.
