FOR AN ACT ENTITLED, An Act to  establish legislative finding related to the composition of the Board of Pardons and Paroles.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
Section  1.  The Legislature finds that a disproportionately large share of inmates in correctional facilities in South Dakota are Native Americans and that it is essential that the members of the Board of Pardons and Paroles are cognizant of and sensitive to the social and cultural factors that affect these inmates. For these reasons, the Governor, the attorney general and the Supreme Court are encouraged to consider the appointment of enrolled members of South Dakota Indian tribes in selecting appointees to the Board of Pardons and Paroles.
