FOR AN ACT ENTITLED, An Act to
make an appropriation for a drought tolerance
biotechnology research center and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
Section 1. There is hereby appropriated from the general fund the sum of two million nine hundred sixty-two thousand five hundred dollars ($ 2,962,500 ), or so much thereof as may be necessary, to the Department of Tourism and State Development to provide funding for the 2010 Research Center of Excellence for Drought Tolerance Biotechnology.
Section 2. Funds appropriated in section 1 of this Act shall be distributed to the 2010 Research Center of Excellence for Drought Tolerance Biotechnology upon recommendation by the Research and Commercialization Council and approval of the secretary of the Department of Tourism and State Development. The secretary of tourism and state development shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
Section 3. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in
