FOR AN ACT ENTITLED, An Act to make an appropriation to provide contingency funds to
be made available for unanticipated costs related to inmate health care and health insurance
for state employees, and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
Section 1. There is hereby appropriated from the general fund the sum of ten million dollars ($10,000,000), or so much thereof as may be necessary, and ten million eight hundred eighty-five thousand five hundred forty-seven dollars ($10,885,547) of federal fund expenditure authority, or so much thereof as may be necessary, to the Bureau of Finance and Management for the purpose of providing contingency funds to be made available in accordance with the provisions in §§ 4-8A-9, 4-8A-10, and 4-8A-11. The contingency funds shall be used to fund unanticipated costs related to needs in existing programs in accordance with the provisions of Title XIX and Title XXI of the federal Social Security Act.
Section 2. Any amounts appropriated in this Act not lawfully expended or obligated by

Section 2. Any amounts appropriated in this Act not lawfully expended or obligated by
June 30, 2018, shall revert in accordance with the procedures prescribed in chapter 4-8.
Section 3. Whereas, this Act is necessary for the support of the state government and its
existing public institutions, an emergency is hereby declared to exist, and this Act shall be in
full force and effect from and after its passage and approval.
