FOR AN ACT ENTITLED, An Act to require the Department of Social Services to submit an
implementation plan to allow the state to issue photo EBT cards.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:

In order to allow the State of South Dakota to begin issuing photo Electronic Benefit
Transfer (EBT) cards, the Department of Social Services shall submit to the Food and Nutrition
Service of the United States Department of Agriculture a comprehensive implementation plan.
The plan shall address certain operational issues to ensure that the state's implementation of
photo EBT cards is consistent with all the federal requirements and that program access is
protected for participating households.
The plan shall demonstrate that the state is meeting performance standards in the supplemental nutrition assistance program and include established procedures to ensure that any appropriate member of a household or authorized representative, who is not pictured on the photo EBT card, may use the card. provide that, once implemented, the photo EBT card requirement will be a function of issuance
and will not affect any household's eligibility or the certification process.
The department shall submit the plan no later than December 31, 2017.
