A LEGISLATIVE COMMEMORATION, Honoring Christopher Todd Jumper of Boy Scout
Troop 28, North Sioux City, South Dakota, for earning the rank of Eagle Scout in the Boy
Scouts of America.
WHEREAS, the rank of Eagle Scout is the highest award in the Boy Scouts of America and
is awarded for earning at least twenty-one merit badges and completing a project to benefit the
community, all while maintaining all tenants of the Scout Oath and Scout Law; and
WHEREAS, Christopher earned all required merit badges and completed a community
benefit project planting trees and installing benches in an outdoor learning center at the North
Sioux City Public Library for members of the community to enjoy; and
WHEREAS, the average age for a scout to receive the high honor of Eagle Scout is
seventeen, but, impressively, Christopher is only fifteen years of age and a freshman at Dakota
Valley High School; and
WHEREAS, only five percent of all boy scouts achieve the rank of Eagle Scout; and
WHEREAS, Christopher Todd Jumper's commitment to improving his community, working
to achieve a challenging goal, and earning the rank of Eagle Scout demonstrate his desire to
achieve excellence:
NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Second Legislature of
the State of South Dakota, that the Legislature recognizes Christopher Todd Jumper of Boy
Scout Troop 28 for earning the rank of Eagle Scout in the Boy Scouts of America.
