FOR AN ACT ENTITLED, An Act to create a moratorium on oil pipeline construction.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
Section 1. That the code be amended by adding a NEW SECTION to read:

It is hereby declared to be the public policy and in the best interests of the State of South
Dakota and its people that a moratorium be placed on the construction of any new oil pipeline.
No oil pipeline infrastructure may begin construction in the state after the effective date of this
Act.
