48:03:04:01.  Location, time, and dates of drawings. The executive director shall designate the location, dates, and times of drawings for on-line lottery games and shall announce the drawing to the public. For each type of on-line game, the executive director shall establish a time prior to the drawing for the end of sales. Drawings for on-line games shall be open to the public and recorded electronically.
