AN ACT
ENTITLED, An Act to make an appropriation for the protection and enhancement of wildlife habitat
and to declare an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
Section 1. There is hereby appropriated from the general fund the sum of three hundred fifty thousand dollars ($350,000), or so much thereof as may be necessary, to the Bureau of Finance and Management for a grant to the conservation fund held with the South Dakota Community Foundation and administered by the executive board of the conservation fund for the protection and enhancement of wildlife habitat across the state.
Section 2. The funds appropriated in section 1 of this Act shall be used to match one dollar of general funds for every one dollar received from private contributions or private donations made to the conservation fund held with the South Dakota Community Foundation and administered by the executive board of the conservation fund.
Section 3. The funds appropriated in section 1 of this Act shall be for the purpose of program operations and may not be added to an endowment.
Section 4. The commissioner of the Bureau of Finance and Management shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
Section 5. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.
Section 6. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
