In carrying out the administration of SDCL 38-11, the seed certification board shall follow the procedures and standards, excluding fees, set forth in Seed Certification Standards, South Dakota Crop Improvement Association (July, 1988) and Potato Seed Certification in South Dakota, South Dakota Potato Growers Association, State Seed Certification Board, and South Dakota State University (May, 1973).
