24:28:08:01. Certificate for counselor assignment required. A person employed as a school counselor or a mentor school counselor shall hold a certificate valid for the position to which the school counselor or mentor school counselor is assigned.

24:28:08:02. Education specialist restriction. Unless otherwise indicated, a teacher or administrator certificate or endorsement may not be added to the education specialist certificate unless the individual has completed the required preparation program.

24:28:08:03. General requirements. The applicant shall:
(1) Have a bachelor's degree or higher from a regionally-accredited institution of higher education; and
(2) Provide a written recommendation from a regionally-accredited institution of higher education, completed by the designated recommending official, which verifies satisfactory completion of the approved program and specifies each area of preparation, degree program, major, and endorsement area completed by the applicant.

24:28:08:04. Application process for an education specialist certificate. An applicant for an education specialist certificate shall submit:
(1) Documentation the requirements of § 24:28:08:03 are met;
(2) Official transcripts from each regionally-accredited institution of higher education attended, issued by the registrar or other appropriate official of the institution, including descriptive course titles, course numbers, credits, and grades for each course listed and degrees and majors earned;
(3) Additional documentation upon request; and
(4) For credentials from a foreign country or transcripts from a foreign institute of higher education, an evaluation completed by agencies approved by the department to evaluate such credentials to determine eligibility for certification that includes a course-by-course credential report of university-level credit completed, course titles, grades, semester hours earned, U.S. equivalency of degree earned, and documentation that the equivalent of a department-approved educator preparation program was completed.

24:28:08:05. Education specialist certificate areas. An education specialist certificate is a certificate awarded to an individual who has completed preparation or coursework by a regionally-accredited institution of higher education to provide professional services in the following areas:
(1) Curriculum director;
(2) School counselor;
(3) School psychologist;
(4) Special education director;
(5) School psychological examiner;
(6) Mentor teacher;
(7) Mentor school counselor;
(8) Technology integrationist; and
(9) Technology coordinator.

24:28:08:06. Curriculum director. An educator with a curriculum director education specialist certificate is eligible to be a curriculum director in an educational setting from early childhood through grade twelve. The certificate is issued to a person meeting the requirements of § 24:53:09:07.

24:28:08:07. School counselor. An educator with a school counselor education specialist certificate is eligible to be a school counselor in an educational setting from early childhood through grade twelve. The certificate is issued to a person meeting the requirements of § 24:53:09:01.

24:28:08:08. School psychologist. An educator with a school psychologist education specialist certificate is eligible to be a school psychologist in an educational setting from early childhood through grade twelve. The certificate is issued to a person meeting the requirements of § 24:53:09:03.

24:28:08:09. Special education director. An educator with a special education director education specialist certificate is eligible to be a special education director in an educational setting from early childhood through grade twelve. The certificate is issued to a person meeting the requirements of § 24:53:09:06.

24:28:08:10. School psychological examiner. An educator with a school psychological examiner education specialist certificate is eligible to be a school psychological examiner for students birth to age 21. The certificate is issued to a person with a master’s degree meeting the requirements of § 24:28:27:05.

24:28:08:11. Mentor teacher. An educator with a mentor teacher education specialist certificate is eligible to provide ongoing guidance in lesson planning, classroom management, and classroom organization in a field-based setting to student teachers, newly hired teachers, and experienced teachers who have difficulties performing classroom duties. The certificate is issued to a person meeting the requirements of § 24:28:27:06.

24:28:08:12. Mentor school counselor. An educator with a mentor school counselor education specialist certificate is eligible to support professional learning experiences in a field-based setting for individuals required to participate in a mentor program to receive the school counselor endorsement according to § 24:28:27:02. The certificate is issued to a person meeting the requirements of § 24:28:27:07.

24:28:08:13. Technology integrationist. An educator with a technology integrationist education specialist certificate is eligible to assist with the utilization of technologies to support student achievement in a school setting. The certificate is issued to a person with a professional, or advanced teaching certificate, or professional or advanced administrator certificate, and meeting the requirements of § 24:28:27:08.

24:28:08:14. Technology coordinator. An educator with a technology coordinator education specialist certificate is eligible to coordinate and supervise aspects of instructional technology in a school district, including instructional integration, technology standards, professional development, and curriculum development. The certificate is issued to a person with a professional or advanced teaching certificate, or professional or advanced administrator certificate, and meeting the requirements of § 24:28:27:09.
